Once you can move you have to follow him without delay - tracking skill is almost mandatory here and you need to follow right track (group of size 1). it is group of 1 (in blue color as quest group) and you are supposed watch and pay attention to it to pick the right direction where he went.
The quest go as follow - there is short time forward right after you accept the quest during which spy immediately leave the town.
